Second Units

New policies and regulations for 'Second Units' were accepted by City Council on Monday, April 1, 2019. The legal changes needed to put these policies into place are expected to be in effect by early May 2019.

Examples of second units: basement apartment, second floor apartment, garage suite, coach house.

As required by the Province, Second Units will be permitted in single detached, semi-detached and townhouse dwellings, in both urban and rural areas.


Second Units can be built as an apartment within a house (like a basement apartment), as part of an accessory building to the main house (like a garage suite), or as a standalone accessory building (like a coach house).


All new Second Unit construction will require a Building Permit from the City’s Building Division.
